Common questions
Does a Phase 1 Desktop Study include sampling?
Normally no. A Phase 1 is principally a desk-based preliminary risk assessment, often supported by a site walkover. Intrusive sampling and laboratory testing are normally undertaken at Phase 2 where justified.
Will a Phase 1 automatically lead to a Phase 2?
No. The purpose is to identify credible pollutant linkages and recommend proportionate next steps. Some sites require intrusive investigation; others may not.
Can you use a Phase 1 to discharge a planning condition?
Often, but it depends on the exact condition wording and the findings. If the Phase 1 identifies unresolved risks, the authority may require Phase 2 investigation or further work before final discharge.
