The Environment Agency has released new banded flood-depth data for river and sea flood risk through the Defra Data Services Platform (DSP), marking the latest stage of its programme to modernise national flood and coastal erosion risk information in England.

The update was published on 27 August 2026. It adds a depth-based dataset to the information available for professional users assessing fluvial and tidal flood risk. Unlike Flood Zone mapping, which is primarily used to indicate the likelihood and broad extent of flooding for planning purposes, depth information helps users understand the potential severity of inundation within an affected area.

The release does not itself introduce a new planning law, change Flood Zone policy or create an automatic requirement to revisit every submitted planning application. However, it is a material update to the available evidence base. Developers, landowners, local planning authorities, architects, drainage engineers and flood-risk consultants should consider whether it changes the conclusions reached for sites at the early-design, pre-application or determination stages.

What has changed?

The new dataset provides banded depths for flooding from rivers and the sea through the DSP. It sits within the Environment Agency’s wider National Flood Risk Assessment (NaFRA) programme, which combines detailed local modelling with improved national modelling to provide more consistent flood-risk information across England.

The national programme has already introduced updated Flood Zones, a Flood Zones plus Climate Change layer, and additional surface-water spatial-planning data. The new river and sea depth release means that practitioners now have another national dataset to support an initial understanding of how flood conditions may vary across a site.

Depth data should be read carefully. A banded national dataset is useful for screening, option appraisal and identifying where closer investigation is likely to be needed, but it is not a substitute for a proportionate site-specific flood risk assessment (FRA), a topographical survey, local hydraulic modelling or specialist interpretation where these are necessary.

Why depth matters in development planning

Flood depth can be decisive when moving from a red-amber-green planning screen to a deliverable layout and technical design. Two parts of a site may both fall within the same Flood Zone, yet have materially different expected flood depths. This can influence whether built development can be avoided in a particular area, where lower-vulnerability uses should be located, and how safe access, escape and emergency arrangements are assessed.

For schemes requiring an FRA, Environment Agency guidance expects applicants to assess flood risk from all relevant sources over the development lifetime. The assessment should address matters including likelihood, extent, depth, velocity, hazard, duration, residual risk and warning arrangements. It must also show that the proposal can remain safe without increasing flood risk elsewhere.

In practice, the newly available depth data may inform the following design decisions:

  • positioning buildings, plant, substations, storage and vulnerable uses in lower-risk parts of the site;
  • testing whether access and egress routes could be affected by unsafe flood depths;
  • developing finished-floor-level strategies alongside surveyed ground levels and appropriate climate-change allowances;
  • identifying where flood-resistance and flood-resilience measures may be needed;
  • considering the relationship between river, sea, surface-water, groundwater and sewer-related flood risk; and
  • targeting further modelling, surveys or pre-application discussions where national mapping indicates a potentially significant constraint.

Implications for live applications and site promotion

There is no stated deadline attached to the publication. Nevertheless, organisations with live planning applications, allocated sites, emerging masterplans or recently completed flood studies should undertake a proportionate review promptly.

For an application already submitted, the relevant question is not simply whether a new map layer exists. It is whether the additional information identifies a credible issue that could affect the robustness of the FRA, proposed mitigation, safe access, floor levels or the planning authority’s ability to determine the application. Where it does, an updated technical note or revised drawings may be prudent.

For sites at feasibility stage, the data should be incorporated into the baseline review before layouts and land values become fixed. This is particularly important on large sites, regeneration land near defended rivers or estuaries, and locations where development relies on carefully managed access routes, compensatory flood storage or resilience measures.

Consultants should retain a clear audit trail of the data reviewed, including the publication or revision date, its purpose and its limitations. Environment Agency guidance specifically says that FRAs should appraise the suitability of the flood datasets used. A defensible assessment should therefore explain how national depth bands have been used, where local evidence takes precedence, and why further analysis has or has not been required.

What organisations should do next

  1. Re-screen relevant land interests. Check whether the new river and sea depth information affects sites within or close to mapped flood-risk areas, including routes needed for access and evacuation.
  2. Compare the data with the existing FRA evidence base. Review assumptions on flood levels, depths, mitigation and residual risk, rather than treating the dataset as a standalone design level.
  3. Check all sources of flooding. River and sea risk must be considered alongside surface water, groundwater, sewers, reservoirs and ordinary watercourses where relevant.
  4. Align emerging designs with the evidence. Revisit layout, finished floor levels, drainage, resilient materials, electrical equipment locations and emergency planning where screening indicates deeper flooding.
  5. Engage early where uncertainty remains. Discuss local requirements with the local planning authority and lead local flood authority, and consider Environment Agency advice or detailed modelling for more complex proposals.

The Environment Agency has indicated that flood-risk datasets are intended to be updated on a regular cycle once new publication processes are established, although interim updates may be less frequent. Teams should therefore avoid relying indefinitely on a single downloaded dataset and should check the revision date when preparing or updating an FRA.
