Which asbestos survey is needed for a former council house?

The fact that a property was formerly council-owned does not determine the survey type. The key questions are the age and construction of the building, what information already exists and, most importantly, what work is about to take place.

For normal occupation and ongoing maintenance, a management survey may form part of the dutyholder’s asbestos-management arrangements. Where refurbishment will disturb the building fabric, HSE guidance distinguishes this from a management survey: the survey needs to locate asbestos-containing materials in the areas affected by the planned work, including hidden materials where intrusive access is necessary.

Match the survey boundary to the refurbishment

A bathroom replacement, rewire, heating alteration, structural opening and full strip-out do not have the same survey scope. Before attendance, provide the surveyor with the proposed works and identify every area that contractors will disturb. Scope restrictions or inaccessible areas can undermine the usefulness of the survey and may leave materials that still have to be presumed to contain asbestos.

  • Identify voids, risers, boxing, service routes and other areas that may be opened.
  • Share previous asbestos registers or survey reports where available.
